If you must build a computer now, then go for it. However, you might want to wait until AMD's new CPUs, Bulldozer, comes out. The official release date is unknown, but the best guess is August. With that in mind you can either wait to buy anything or buy a 990FX motherboard, like the ASUS Crosshair V Formula, and a cheap Phenom II, like a 955, to hold you over until the superior Bulldozer CPUs are out. 16GB of RAM is a waste; 8GB is overkill for 99% of users as it is. You may also want a bigger backup drive, like a 2TB drive. The Samsung F4 2TB is ~$75. At that price, the extra space is well worth it. I'd skip the Velociraptor if I were you. Just go for an SSD instead. An SSD is faster in both read and writes and isn't loud or hot like the Raptors. The 128GB Crucial M4 is actually cheaper than the Raptor, plenty big enough, and a good bit faster. You also don't need a 1200W PSU, a decent 750W unit will be fine. Check out the AX750 if you are prefer Corsair or the Seasonic X760 if you don't care about the brand. HDMI cable is fine. You don't need special zip ties. The case comes with some, as does the PSU. Fail that, use regular zip ties you get a Home Depot. You also don't need a screw kit. All the screws you need come with the case. For tools all you need is basic household tools, mainly a screwdriver. The rest is fine. Make sure your copy of Windows is 64bit. Oh, and you antivirus is very good, although there are plenty of free suites that are also very good.
